There is the issue of the vampire. But despite all the hype, I have yet to see any steenking Vampire. If there is indeed the possibility of a vampire, it is unlikely to ever, venture outside of his haunted mansion. The neighborhood is safe, with the exception of Runescape which is a risk. Therefore, I'm voting Draynor Valley.
There are numerous other villages and towns I've not mentioned that are worth a look: Catherby, Yanille, Keldagrim, Rellekka, Camelot, Meiyerditch, Burthrope, Jaitizso, Neitiznot, Witchaven, Entrana, Seer's Village, Canifis (if you're a "dog" person lol), Lunar Isle, and many more.
RS is massive! There are too many villages and towns to list. There are some POHs are bigger than smaller towns, and have more features. It's an open-ended question...
